Some people claim tt acquire a second language is difficult. Do you agree?

Chomsky believes humans are innately predisposed to acquire language. He believes that human have a built in mechanism tt enables use and acquisition of language. This mechanism is known as the LAD which contains universal grammar
Innateness hypothesis - Lad- universal grammar- principles - parameters
The innateness hypothesis believes that principles that govern all language use are found in the LAD, in borne and language universal. Parameters, found in the LAD is a set of linguistic switches that are triggered in one way or another by reasonable amount of language input. In this case, parameter of different languages are set differently in the LAD. No teaching in required to set switches that is why children are able to acquire language even without correction.
Critical age hypothesis
The critical age hypothesis on the other hand states that children are able to acquire language best at the first few years of their life. this means that after the period of time, the person will not be able to have a full command of the language especially grammar features.
LAD - maturity of brain/ Parameters more or less fixed
This is probably because the LAD is thought to be unavailable after a period of time when the brain starts to mature due to a loss in plasticity which is caused by a lack of neurons and after laterization. In this case, parameters are more or less fixed and set and it would be difficult to get the parameters in the LAD to be set in another way.
Principles most likely inactive
At the same time, the principles that govern all language use might also have been inactive. Thus, LAD would likely to be less accessible to the parameters of a new language.
in this case, acquisition of a second language is encouraged before the child reaches puberty
